2027 Larpenteur Avenue MCARE Design Services

Project Background and Design Goal

Larpenteur Avenue lacks sidewalks and safe bike access while also suffering from deteriorating pavement. Ramsey County Public Works is requesting preliminary design layouts to restore the roadway conditions and provide safe multimodal access to Phalen Regional Park and nearby neighborhoods as pedestrians currently use the shoulder. The project will also look at different sidewalk design options, evaluate hydrologic conditions, and make sure the design meets all relevant codes.

Design Constraints

  • Limited right-of-way
  • Design cost concern
  • Desired pedestrian facilities
  • Improve cyclist facilities
  • Satisfy all applicable related standards

Design Outcomes

At the conclusion of the project, Ramsey County Public Works
expects the following deliverables:

  • Pavement design recommendations
  • Typical sections
  • Geometric design features for multi-modal connectivity
  • Cost estimate
  • Stormwater drainage calculations
  • Preliminary Environmental impact assessment
  • AutoCAD design files
  • Design summary report detailing methods, assumptions, and comparison of alternatives
